Stupid question 37: When will the Windows Phone SDK be available for devs?

Without knowing how much I can reveal right know, I will be making a Windows phone 8 app for a client. Problem is, there is no SDK out yet. After some intensive googling I’m no wiser as I read everything from this summer, thus fall, this winter and different dates. I tweeted the question and the community was quick to answer. One even wrote up a blog post immediately have a read here.
The answer is:
A version of the SDK was leaked earlier this summer, while Microsoft managed to pull the plug on most of the sources, you can still get a hold of the SDK. From a Chinese site rumors have it. Not sure if I would that though…
On September 12th there will be an announcement in regards to the WP8 SDK preview, and it seems like only a few lucky devs will be able to access it
The official release is predicted to be a few days prior to the WP8 launch , maybe earlier. The WP8 launch is on October 29th a few days after Windows 8 release.
What do you think of the limited SDK preview strategy, and the (according to a few devs) late SDK release?

It does seem like they are unprepared, and running behind schedule a fair bit...
On the flip side the delay is good.. allows some breathing space.. else too many releases happening at too fast a pace :)
